How can mixed race men's hair be more easily dealt with?

My friend is mixed race and has lovely long, thick, curly hair.The only bad part is that some of it becomes fly-away and fluffy and he isn't keen. If he went to a barber's, would they be able to thin it out and make it less frizzy? He wants to keep the length.
